OOEA Program - Deputy Director of Emergency Management John R. Trammell (Town of Carrol, New Hampshire)

Outside Of Effected Area Program

Based on lessons learned from past NE Blizzards, The Deadly Hurricanes of ’38 and ‘54 plus recent National incidents such as "9-11", and Hurricanes Rita and Katrina, Charlestown Emergency Management has instituted a new model program to address this situation head-on.

If a Public Service Agency has all the following resources, it is recommended that they institute the following program and fund it appropriately.

Requirements

One or more OOEA Program Personnel which have all the following criteria/resources and experience.

  1. Experience in Public Safety (Police / Fire / Rescue / Ambulance or EM).
  2. Knowledge of Local (Hosting) Area.
  3. Live at least one US State away as a buffer.
  4. Currently is a key player in a PSA* in the opposite (Supporting) state.
  5. Have/Maintain ICS 100, 200 and 300 certificates.
  6. Access to phones that ID up as PSA to Caller ID.
  7. Access to Internet.
  8. Access to Fax Machines.
  9. Be a "person in good standing" in each community.
  10. Willingness to participate in the Hosting OOEA Program.
  11. Active Support in the Hosting Agency.
  12. No Official objections from Supporting Community.

 

Premise of OOEA Program

Official Infrastructure of the Local Area may be damaged or destroyed by Disaster and /or Severe Weather Event.

Pre-Designated OOEA Program Personnel will act from OUTSIDE the effected area to assist with recovery.
