CHARLESTOWN SEPTIC SYSTEM INFRASTRUCTURE MODERNIZATION PROGRAM

The Town of Charlestown is presently accepting bids for the upgrade of seven (7) substandard on-site wastewater treatment systems (“OWTS”) under Rhode Island Department of Environmental Management “Repair” applications, with the installation of FujiClean USA CEN Model OWTS within the Critically Impacted Coastal Watersheds of Southern Rhode Island, including the Green Hill, Ninigret, and Quonochontaug Pond Watersheds within the Town of Charlestown. The awarded contractor must be a “Full-Service Contractor”, licensed in the State of Rhode Island, for the professional design, permitting, vending, installation, startup, and operation and maintenance service of the installed OWTS. The project consists of grant funded cost sharing with each individual selected property owner. Sealed bids must be received no later than 3:00 pm, MARCH 2, 2026 at the Town Clerk’s Office, 4540 South County Trail, Charlestown, RI 02813 at which time bids will be publicly opened. All bids shall be clearly marked “CHARLESTOWN SEPTIC SYSTEM INFRASTRUCTURE MODERNIZATION PROGRAM” in the lower left-hand corner of the envelope. A pre-bid meeting will be held at the Charlestown Town Beach parking lot located at 557 Charlestown Beach Rd, Charlestown, Rhode Island on FEBRUARY 13, 2026, at 09:00 am, weather permitting. The bid award shall be made by the “evaluated method” and evaluated by a minimum of the following criteria: cost, experience of the bidder, ability to complete the work in a timely manner, professional reputation of the bidder, and other criteria determined relevant by the Town. The Town reserves the right to reject any and all bids and to accept that bid which it deems, in their sole judgement, to be in the best interest of the Town.
