2025-2026 Charlestown Breachway West Jetty and Barrier Dune System Restoration Project

 

The Town of Charlestown is soliciting proposals from qualified contractors to perform full restoration of the Charlestown Breachway West Jetty and the adjacent Barrier Dune and Beach System. This restoration effort is a comprehensive, single-contract project that encompasses structural stabilization, ecological restoration, and resilience enhancement, based on the regulatory plans prepared by RMA Environmental LLC and approved by CRMC, RIDEM, and USACE.

Sealed proposals must be received at the Charlestown Town Clerk’s Office or emailed to BWS_RestorationRFP@charlestownri.gov no later than 3:00 PM, September 10, 2025, at which time they will be opened publicly in the Town Council Chambers. Envelopes shall be marked in the lower left-hand corner “2025-2026 CHARLESTOWN BREACHWAY RESTORATION PROJECT”,or email submissions must be titled in the subject line“2025- 2026 CHARLESTOWN BREACHWAY RESTORATION PROJECT”.

Detailed specifications may be obtained at the Town Clerk’s Office during the hours of 8:30AM to 4:30PM, Monday through Friday or on the Town website at https://charlestownri.gov/townbids

Submit any questions regarding this RFP in writing to BWS_RestorationRFP@charlestownri.gov by September 2, 2025. Questions and answers to all written questions received by September 2, 2025, will be posted on the Town Website by September 4, 2025 at https://charlestownri.gov/townbids

 

The initial contract period will begin approximately October 1, 2025, through February 26, 2026.

This is a Request for Proposals, not a Request for Quotes. Responses will be evaluated on the basis of the relative merits of the proposal, in addition to cost.
